Zod after a hard fought battle. As far as military minds go I'd also side with Zod. Despite a harsh record of fails he is still competent and commands a wide spectrum of respect and loyalty from his underlings that iv never really seen with Ross. Zod has shown to be tactical and capable of executing plots/plans to near victory where Ross has just dogged hulk, used the newest tech he could get his hands on to ill effect and just be a prick. Best thing he did was let himself be manipulated and used as a tool becoming Rulk.
