No, as much as i love wally west(the best & fastest) he wouldnt stand a chance, every single flash would be beaten in speed or equalled, the runner has class100+ strength, he can fight and move at ftl, one punch at it would be over vefore it started
Even if he is beaten in speed, he can enhance his speed an strength to immeasurable levels, molecular manipulation, intangibility, cosmic awareness and control over the power primordial...
both are too much for any flash hes stronger than all ov em, and could equal them all and maybe best them in speed the runner is too much for them especially with space gem ability to be in more than one place at once, warp the fabric of space and even be everywhere at once.
... Terms of Flat speed I give it to Barry and Wally especially the few years preceding flashpoint till flashpoint. That said... space gem wins. Flash's are frozen in space unless we allow timetravel to when Runner never had the gem.
