Merged Kon is mid to High Herald, while Jesus Cable is High Herald inmo, he also got the experience with his powers and merges kon didn't do anything impressive.

Wasn't Kon stomping all those alternate Superboy's? And it was stated that Superboy, Superman, and Supergirl were the strongest in ALL the Omniverse. Superboy was also gaining momentum and experience with his powers as he owned Parasite.
Those Superboys were most likely his own creations, maybe even part of it was played in his mind, they had no feats. Nothing he did during this arc had lasting effects in the reality. Yes, he was stated to be one of the three but he is stil young and inexperienced, I would put him below Supergirl (if she is written properly^^).

Due to repeated time travel by both superboys, their body produced natural tachyons, causing the universe to kick them out, as a result the merged superboy created their own universe.
This Merged Superboy addresses to rose that it created this "Pocket Universe". And then it proceeds to alter rose, peter and michael into new alternate versions of themselves.
Turns Niti into a green lantern, furthermore this merged superboy shows signs of pseudo omniscience, as it can perceive all the alternate versions of rose, peter, michael and niti.
With an IG Avatar? No one thinks he is the Ruler of the House of El and only members of the House can decide, none of those voted for him. Me and BW are leading the House now till LoB returns, he can have it once he is back.

Call me unimpressed, honestly. The size of this "pocket universe" and the lasting effect it had on the real universe, was insignificant and imo below beings like Dr. Mahattan or CA. Also a lot of this seemed to happen in Kons head, fighting for the control of his body. Anyway, this feat is neither really impressive nor is it very clear, from all we know he is still on the same level, mid to high herald.

The pocket reality was outside the universe. Wait what? it didnt happen in anyones head, young jon with kons subconscious touched an older jon and created a new paradox superboy, they only split back into jon and kon later on, they even attempted to re-merge. The pocket reality was destroyed after both jons died.
The merged paradox superboy gave niti GL powers, future jon called it unlimited power.
None of this happened in anyones head, the whole event was real.
