Well Supes 1M is strong enough to punch through time while in a drastically weakened state. That is pretty much all that needs to be said in regards to who wins. This guy also, instead of leaping tall buildings in a single bound, could leap from planet to planet in a single bound.
You also need to give credit where credit is due. The guy doesn't simply have ESP, his ESP was used in the form of making it rain. So he has the power to..rain down ESP I guess.

That punching through time everybody's mentioning? It was from the 20th to the 853rd century, and he was so weakened he had no real super speed, lost his energy powers, and flight. In a later comic(in the 853rd century) he helped to slow down an entire galaxy that had to be traveling at minimum a good chunk of lightspeed. Probably far faster considering it was a galaxy coming to them.
It took a while away from the Super Sun for his powers to fade. It seemed to be at minimum hours before he "felt the pull of gravity." I think based on the rules for scenario/battlefield not being specified, they'd just be dumped into the standard battlefield. Which means he might as well be under the Super Sun.
