halo could be high meta. she has some decent feats and a nice variety of abilities. dazzler's top end is higher though and i'd say dazzler was the more skilled with her abilities, especially as she is being depicted more lately. too many options overall for dazzler i think. not a sweep, but i'd give dazzler a majority here.
The first one that comes to mind was shield Halo put around the Outsiders that saved them from a huge ass spaceship crash/explosion : (please log in to view the image)(please log in to view the image)
If she encases Dazzler in that, the fight's over. I don't think Dazzler has the damage output to break through that force field.

No in that she was amped by Galactus and sent to track Terrax down. Terrax had exhausted himself trying to keep himself alive in a black hole. Even then she only stalemated him until Recorder sent her more power and she finally took Terrax out. That was actually a beastly showing for Terrax.
