hmm, well, he's demonstrated cl100 strength a couple times, has some good speed feats (hard to gauge but maybe near vampire level...) his scanning and senses are great and he has some good technopathy feats. the deathlok virus is powerful enough in the future to actually take control of most of the heroes in the world. he also has some solid fire power depending on which gun he uses, but his standard blasts are quite powerful. he could easily be ranked among the high metas imo.
