T2 has some incredible power on it. Putting aside Absorbing Man, Quantum and Neutron has some odd abilities that make them difficult to deal with.
Quantum was tooling the West Coast Avengers that included Wonder Man and Silver Centurion Iron Man, he was only beaten by exploiting a weakness (this weakness mysteriously disappeared later when Quantum fought Quasar).
Neutron is even more impressive. He absorbs any and all energy and converts it into physical stat boosts. His control over energy is so impressive Quasar AND Kisment/Her couldn't overload him. Quasar only beat him by resorting to BFR.
Could go either way, but I'm going with T1 because they have more showings, T2 is susceptible to BFR, and T1 aren't complete morons (ie Absorbing Man).
