You mean when he merged with the power battery using the motherbox?
They're basically equally powerful [as far as the power battery is concerned], only DCnU Hal also has the motherbox [which was capable of manipulating the entirety of the central battery and merging it with Hal in the first place] + a shitload more experience on current Hal's side. Parallax has, well, Parallax merged with him - which is a further amp, but I don't see it changing the game compared to Motherbox + more experience.
DCnU wins.
That, and he also has some funky shit judging by the latest Green Lantern issue, that may or may not be due to Krona's Gauntlet, where he turns into pure energy and had Parallax on the run.
