Been a while since I've read anything Prime related, so forgive me if I don't remember the characters name or the exact comic. But it happened when the heroes assaulted him and Alexander in there tower.
It is not in Prime's ability to retcon characters at will. Even when he did it from within the Limbo realm(via wildly striking the 'walls' of reality), he had absolutely NO idea what kind of damage he was causing: http://i.imgur.com/UsuBmuE.jpg "Superboy can't begin to understand what he's doing..."
The only character in DC that I have seen actually retcon characters for the lulz, is Mxy... And he even used the word "retcon".

Trano and Zaarn never performed a retcon, per se. They just unmade a character and his entire story.
That said, I have absolutely no doubt that it is within their 'scope' to perform official character-retcons(like Mxy did) -- those f*ckers are literally agents of DC's RW staff.
