In my all-time "hierarchy" list, the AE,
at the height of its status/power, would be up there, perhaps top 5 imo. (excluding weapons/artifacts/external energy sources)
Although the top "5" includes like 10 cats where you can make a case for each.
That aside, "Sise-Neg," at his height, was intended to be "The God" by the writers.
So, Sise-Neg, who became "Genesis," wins.
Also, even though the writers created their version of "The" God on panel,
to me, that's just "The God" of Marvel,
like what Thanos was supposed to be in the original portrayal of "Marvel: The End."
Basically, the most powerful level possible before the avatars of the writers/artists themselves.
But I don't relate or categorize
the 4th wall navigating avatars of writers/artists with their comic book law constricted creations/characters.
So, it's inconsequential for me to even include them in my point. But, just so you know.
