I forgot what issue, but Bruce said he hired Tim to be on the current Bat team, because he didn't have his tech/analytical skills, IIRC. It was in the first arc, so I'll see if I can dig that up.

I don't think Tim is smarter than Hiro, though. Hiro was like God class in super geniuses.
