Judge Dredd could win via gear. Some Riot Foam and Stumm Gas would put Gilad down long enough for Dredd to blow his head off with some High Ex. Unless this is the Newer EW who has some up grades over the 90's one I don't know about.
Eh either way. Dredd has faced bigger and meaner.

Gilad can close a 100' gap VERY quickly. He also has the firearm artillery/skillset to keep Dredd on the defensive until he can do so. Dredd is excellent h2h, but Gilad is on a completely different level(to the point where he can punk Livewire+Ninjak+X-O.)
Not saying Dredd can't potentially do some damage, but Gilad's damage soak is absolutely absurd -- anything short of blowing his damn head off won't keep him down.

I'm not sure about the feats of old gilad, but the new one has some very impressive feats. He's tanked an explosion that set him on fire and sent him around 30 feet in the air, beaten his brother Armstrong down and taken punches from him (Armstrong casually tossed a small car and easily ripped a door off of a cartoonishly sized bank vault), matched X-0 manowar in single combat, and his current series, he's beaten two different demon lords.
it was against both. he fought aric and was solidly beating him and then when aric put the suit opn, it amped him enough to match gilad. yeah, but Archer is apparently so hax that when geomancers look at him, he has infinite possibilities and his powers also include being able to do or perfectly copy whatever he's seen before.
