In Shaper's defense, his powers are beastly. He got major love during the recent Secret Wars arc. Surfer was using his powers to remake reality after the destruction caused by God Doom's war vs the Beyonders. He was actively fighting against God Doom's will in doing so. He could even remake cosmic level beings like Galactus.
IMHO, Shaper wins.

Doom was not omniscient so its not like he was stopping it . Remaking a universe is within the powers of a cube being. He created 'a' Galactus. Another one was there at doom's world.

His power is limited to planetary because of Shaper's lacks of imagination.
It's not about what the power can do, it's about who is using it.
It is like you are saying that a sniper rifle (power) shoots well because Jean-Paul (a sniper) never miss with it but when Luc (some random dude with low sight AKA Shaper of World) use it he always miss the target.
