Weakest character who can (TK edition II)...

Here is the feat in question:

*At the time this occurred, Palpatine was on Coruscant(a core world), and Dooku was on Serenno(near the outer rim.) In layman's terms: they were literally half the galaxy apart.

So who is the weakest character that can effectively utilize TK from that type of distance?

hades from saint seiya, he willed all the planets in our solar system to align from his own dimension. far greater than galaxy wide distances. although idk if hes the weakest...... i dont recall any wide scale tk feats like that cept jean taking control of all the atoms in a universe..

on second thought maybe nate grey....? he was able to bend dimensional barriers to travel to other universes..

Not exactly TK, but similar, Magneto could separate Kitty's phased atoms from her magical bullet's phased atoms from galaxies away.

Very
Specific feat.

Most feats that involve that kid of distance do much more than just choke a character.
