Basically this. In the Rebirth track she's been made into basically a military version of Bruce - and both her fighting abilities and intelligence (e.g. how she'd deduced Batman was her cousin for quite some time) are quite well developed. She's much closer to Bruce in ability than Barbara could ever hope for.
There's also something about her that's scary. Like fighting her would have your life on the line. That she could actually kill you, or at least make it really hurt. That's not a vibe one gets from Barbara.
