Both at standard levels.

Creeper at most Powerful level.

Truth be told, any version of the Hulk is something you do not want to engage in hand to hand. To quote the late great Kimbo Slice, that is how the Hulk 'eats' and engaging him in fisticuffs is straight idiotic. The Hulk - virtually any version - is also largely immune to energy attacks, and those that he is vulnerable to he can very quickly evolve beyond them as he gets angrier (most versions), but at least energy users may be able to escape once they realize things are getting thick. But characters that are limited to purely two-dimensional physical attacks that require exchanging blows (or slashes) with your typical Hulk variant?

Not wise!

That is like those Middle Eastern countries (I see you Iraq and Afghanistan) that think they can engage the United States military in conventional warfare! That is how the US military 'eats,' and it basically results in JDAMs raining down on your central nodes.

While there are some characters (not many) that may manage to physically overwhelm the Hulk at the very onset of a fight (important since the longer a fight continues the more it becomes advantageous for the Hulk), and others that may rely on exotic abilities like extreme speed and BFR, there are not many characters that can attempt to step up to Hulk's ugly mug and honestly expect to walk away. And to be honest, while high level speed (and by high level I mean closer to Flash than to Quicksilver) may be something I haven't seen the Hulk overwhelm, I believe we will eventually see a fight where the Hulk gets angry enough to smack down a high level speedster.

That's how his power strength works ...it is not strength. That's the mistake people make about the Hulk. His real power is anger-induced adaptation, which opens up news levels of base abilities ...strength being the most obvious. I honestly believe that if Marvel had the same type of speedsters DC has (DC has more speedsters, and higher level ones at that), that you'd see a fight where the Hulk gets so irritated that he ADAPTS and tags someone going at true super speed.

As for BFR ...we have already seen the Hulk break through glass that is was supposed to teleport him. That means, with sufficient rage, he can bypass some levels of BFR attack. Exotic ones at that. This builds on what I said that the Hulk's real power is not strength, but rage-induced adaptation.

Going back to the thread - the main power sets of the Creeper is high fighting ability, some speed (not what would be considered true super speed, let alone high level super speed), and he can heal.

He dies every time against the Hulk.

As for his pain scream ...that just gets Fixit irritated, and while he may not have the same level of anger-induced adaptation as the green Hulk variants have, he would probably decide to do something painful to Creeper. Painful enough to make Creeper wish he didn't have a healing factor.

There are few characters who can bring a physical game to the Hulk, and the Creeper is not on the short list.

He is not unbeatable. I even mentioned there is a list of characters that can face him in a physical fight and win, it is just that it is not a long list and they'd be best served to finish him quickly since the longer the fight progresses the more advantageous it gets for him.

He is not unbeatable ...it is just that I would not want to be a character who only had the option of engaging the Hulk in hand to hand battle, and even if I was one of the few who could arguably do it, I would strive my best to knock him out at the onset of the battle rather than engage in protracted punch trading.

There is a limit though. Even in some of his long battles early on he didn't ramp up to the point where he vastly overpowered a character. That's a board myth where he aa the fight progresses his strength greatly surpasses his opponent
