The Gamblers stomp, imo.
They were 'ultra-dimensional' beings capable of manipulating reality on a seemingly vast scale. I mean, just look at the 'race track' they created for Wally and Krakkl -- it spanned the whole of creation, ffs(from the big bang to the omega event.)
We also know they were capable of casually obliterating entire planets for their own personal amusement:

Yeah, it was also stated that for them destroying earth would be akin to a human destroying a virus or bacteria from what i recall.

When we start talking about 'ultra-dimensional' entities, you can typically count on them being vastly beyond any being(s) confined primarily to the 3D plane... Especially if said entities are written by Morrison.
