I don't know about the first guy, but since the pic you're using for the Monitor is his pre crisis form. We know that the Monitor and Anti stalemated each other when at there peaks. Monitor was powered by the infinite Multiverse and he was a Multiversal being, and even after the Anti absorbed he's Multiverse through the Anti wave, he was still a causual Umiversal+ being.
