I can see how you might think that.
After all it was an aspect of Henry King Snr present in his sons mind (from when he transfered his power at death) almost completely stomped maxima. She had to shrink Hank Jnr to get himbto pull his father into line.

Snr also had planetary level TP feats in All Star comics 56/7 (or there abouts he literally made people all over the planet see what he wanted anf had major disasters affecting whole cities that were illusions).

The thing is asside from a few showings he was always shown as Ultra-Humanites equal and Ultra doesnt have feats above either except when he uses prep and his intellect to make devices to aid him. Also the feat in All Star comics also IIRC used Brainwave's "brain drain" apparatas. A device that drained mental energy and fed BW (he used it in the same arc to heal Per Degaton). So there is also the question of whether he has that power without augmentation.

My ranking is based purely on natural power level unaided.
