Might be me being biased but I still would go with Constantine. His recent dealing with your average standard street thug and assassin have been perfectly fine. In my opinion he is perfect candidate for magic crime. Majority of time I do read Constantine comics, he always has to solve some sort of mystery. The only other person who can match him would be Dr Strange for magical based crimes.

As for cosmic beings, I think Constantine can still do perfectly fine. He has dealt with beings that most people haven't not
