If we're talking the rebirth Arion as in Blue Beetle (as per image) he might have a shot but honestly his power levels were quite ampiguous.
Any other version of Arion whos not either possessed by Mordru or Mogan le fey or seriously kitted out with artifacts that arent standard gear gets his @$$ handed to him.
Arion without amps is no where near THor level.
