he was a match in speed for Jay, Max Mercury, Jessie Quick, and Bart. Though I don't know whether to take that with a grain of Salt because really Jay and Max shouldn't be as Jessie and she shouldn't be as a fast as Bart. So I suspect a little foul. Not saying it's wrong for Blue, but there is serious question ov er the equity of the others.
He also flew to the source wall, on pure speed. It was when Cyborg Superman posessed part of it.
Lightray did say he still thought he was faster though (Interesting comment that implies he's always been faster then regular Superman.)

Not sure about that.. The Ray was still fast enough to free-roam through time, and zip from star system to star system under his own power.
He also beat Bart Allen to the phone in Young Justice.
Superman may win, but I can't see it decisive.
