Without BFR (it seems most wins by the JLA and affiliates against the Shaggy Man have been via BFR) then the only thing Apoc can do is use his TP. I believe Apoc is smart enough to quickly realize that beating on the creature is a waste of time, and would switch to his more exotic abilities.
