This list is all about DC's earth based strategists. Agree? Disagree? Here is the list:
15.Adam Strange
[/i]Adam is one of the best on the fly prep masters in comics (See his fight with Onimar Synn). More small time than big time planers on the list, Adam deserves to be on the list.[/i]

14. Doctor Chaos
Only a few appearances, Doctor Chaos is hugely impressive strategist. To the point where he fought the JSA single handedly, where they were literally falling over each other. The list includes Wildcat, Judo Master, Doctor Midnight, Powergirl, etc… See one of the scans.

13. Amanda Waller]/b]
Amanda plays the long game sometimes, and nearly gets what she wants most of the time. She plays behind the curtain and is very good at what she does.

12. The Judge
The Judge has an uncanny ability to tell people what to do, similar to what TAO does. He can also get into people’s heads, such as Nightwing and make him question himself.

11. Ras Al Ghul
This guy gives Batman a run for his money, but isn’t nearly as impressive as some on the list. His experience in strategy is what makes him land on the list.

10. The Riddler
Very good at getting into Batman’s head, the Riddler is also a science genius, able to bypass even New Gods tech. He’s intelligent all around.

9. Vandal Savage
Similar to Ras, Savage has centuries worth of experience and has bested some of the most powerful heroes of DC earth, with just his long game plans.

8. Kobra AKA Jason Burr
Extremely impressive in that he made Mr. Terrific question himself. That’s impressive, because Terrific is the 3rd smartest man on the planet. Jason was able to take on the entire JSA with his planning.

7. Maxwell Lord
Lord has played many heroes throughout his career. And he is one of the most powerful telepaths to boot.

6. Mr. Terrific
The third smartest man is also one of the best planners in comics. He’s also good with on the fly prep (see when he took down the Black Lanterns).

5. The Calculator
One of the most analytic thinkers in comics, Calculator was able to know Batgirl’s identity with just a few encounters.

4. Batman
The name says it all, but I think he falls a little short compared to the rest on the list.

The scan says it all. Tim rose the rankings quite quickly.

2. TAO
The best manipulator in comics, period. He made Grifter kill John Lynch and he didn’t even know why. He’s mainly a Wildstorm character, but he’s appeared on DC’s earth, so I’m going to include him here.

1. John Constantine
The best prep master in comics. Only surpassed by the likes of Lucifer, in my opinion. See Galan’s respect thread.

It was her plan to hide the GL ring on Mars, and have MM become one with Mars to guard it, then spread disinformation that it was kryptonite.
Iow it was a plan that spanned 83,000 years

I'm sorry but Lex Luthor is above John Constantine when it comes to prep, intelligence, resources, etc.
He's the most intelligent man on DC Earth, and the #1 prep king there. Johnny is good, but Luthor is the more well established character with feats and history going back decades.
