people always forget that that story was retroactive. dos came out initially weaker because of his lack of sunlight for so long, but all his powers remained. it just took them a little bit to become more active. he also was never forced to use them fully until superman showed up. had he met someone MORE powerful, i've always contended that his powers would have increased more quickly to meet that new more powerful threat...
