Rune King Thor was also more powerful than a mere Sky Father. So it depends on how powerful a person believes that the actual Runes were. To date, no hard cap has ever been given to the power level of the Runes, but they did grant Thor omniscience. So, while Odin and Gorr may be turned out, the same can not be said about Rune King Thor.
