I've actually read all of Capt. Atom solo appearance plus tie ins Capt. Atom regular struggles to absorb anything above a city level blast.
Hal once knocked him out by accident, he's absorbed nuclear reactors and been knocked out.
Major force someone who regularly beats atom got one shotted by Superman and got killed by a grenade meant to destroy a town by guy Gardner

So basically just ignore the time he absorbed a blast that was going to destroy every hero present (said blast made him quantum leap past the end of time to prehistoric time). Or the time he absorbed the nuclear warhead in the mountain base that became extrem Justice's headquarters (that one made him leap about 10 minutes forward because he absorbed it too fast). Or all his JL appearances, what he did on Wildstorm earth.
No instead lets focus on his solo series which was set when he was a neophyte NOOB without a complete understanding of his powers.

lol i can show you a dozen of showings from Atom that's below planetary. It's HIGHLY debatable if he's "oine" of the strongest jl members
