I really don't see Jay winning this tbh. Thor has more than enough durability to soak up Jay's attacks, had flight, and can summon a blizzard to slow and momentarily incapacitated Jay for a pretty solid win.

Jay has only used speed steal a few times.
He thinks of it as "cheating" and even said so when he used it on Superman.

I really see no reason why Thor cant replicate what BA did to keep Jay busy by using winds instead of a thunder clap. Though admittedly Thor in character isnt likely to put innocents at risk that way.

An argument can be made either way.
