Black Lightning was trained in h2h under Batman. He's a great fighter overall but strength and durability do trump fighting in terms of physical brawling.

He's definitely a better fighter than Electro. thumb up

BL wouldn't even make it to the Fourth Tier of martial artists on KMC.

Electro's amped stats > basic training that every leaguer and their mothers received.
