Depends on who's universe it's in. If it's in the Marvel universe, Luthor would have a much harder time because he is without his resources, but it's still very much in his favor since nobody actually likes or trusts Doom, including Loki who doesn't care if Doom dies, whereas Luthor is a people's person and has the emotional and social genius to gain and keep actual allies that aren't robots or slaves. It would be ridiculously easy to convince the government to go to war with Latveria, and Doom would get stomped if Marvel earth wanted him dead. On the other hand, Doom needs to abuse magic to kill Luthor since his battlesuit can oneshot Sinestro and go toe-to-toe with Superman. It's really a fight of who gets to who first, and that depends on how seriously Doom takes Luthor and how much they know about each other.
If it's in the DC universe, Luthor straight up stomps. Heck, he can literally call up Sinestro in two seconds to blow up Doom, who would be more than happy because he actually likes Luthor. What is Doom gonna do without his resources? Even in another universe nobody likes him!
Let's assume it's in a neutral universe, where Dr Doom has Latveria and Lex Luthor has his company LexCorp. A month of prep time. In that case, Luthor should win again because his resources and money is far above Latveria let alone his company LexCorp. Magic alone won't be enough to cover that gap, especially since Luthor has access to the motherbox.
Only reason they haven't kicked him out is because they aren't powerful enough to do so, and he has the Joker immunity to never die despite how horrible his actions are, except he also gets his entire country and resources back as well, whereas Joker has to start from scratch. Heavy PIS and suspension of belief is needed to justify the rest of the world from allowing him to exist without a war to kick him out
