Depends on the luck, but usually outright probability manipulation is better than just luck.

But then you've got guys like Longshot who's "Luck" is "Probability Manipulation".

I think one is always active while the other you have to turn it on and manipulate it on your own

A passive aura sometimes is a lot more beneficial than active conscious activation of a power, especially if you don't have full completely control and total finesse in manipulation of the luck.

Just having it always on and in the background helping you out without you even needing to think, be conscious, or awake for things to work out in your favor seems more beneficial for a majority of the time.
