Rogol crushed the Nuclear Man, and survived the ensuing blast without being hurt. In my opinion Rogol is a Herald killer with a possessed weapon, or whatever it is. He'd feast on Gladiator and Hyperion. Speed in a vacuum would probably be equal, but they have nothing to counter that weapon. Rogol's toughness is great enough to tank Zod's best punch. He's strong enough to physically crush the Nuclear Man. Maybe he needs more time to build feats? But from what I read, Gladiator and his entire tier would be butchered by Rogol Zaar 1v1.
