Usually magic trumps telepathy, but unless Voodoo has seriously impressive psi resistance feats, Moondragon who is capable of enslaving billions on a planet under her mind control should win.
I think Dr. Strange defeated Moondragon in a mind war, because becoming a master of the mystic arts requires mastering the mind - or something like that.
But Brother Voodoo, not sure. Maybe he has enough discipline to last long enough to launch a spell of voodoo hoodoo protection or attack. Or maybe his ghost brother messes with her too, haven't read the character in a while.
Dr Strange did beat her but passed out from exhaustion. She's definitely a high tier telepath (by Marvel standards) and IMHO Brother Voodoo is in over his head in this fight.
