By Volgan I suppose you mean Vulcan Raven. Well I think I'll have to go with Liquid because he is almost as good as Snake and Snake beats all off these guys but has the hardest time with Liquid, and Liquid is also the boss of these guys. The only problem would be Ravens Vulcan machine guns and Ocelots shield that makes bullets turn away and turn rockets into dudds.
