Ryu hands down.
He was just all around better IMHO.
However animated Kazuya could take quite a beating and had phenomenal strength.

Animated Ryu, if he's using the Dark Hadou. Regular Animated Ryu versus Regular Animated Kazuya (He was never shown using Devil's power in the anime) would be pretty even, though Ryu would have a 57% chance in my opinion. In the Tekken anime, Kazuya was strong enough to rip apart dinosaurs' mouths and punch their eyes out. Animated Ryu dodged bullets easily and made short work of some criminals. In addition he beat up some street thugs as if they were nothing at all.

Not to mention Animated Ryu beat Sagat, Fei Long, a host of other criminals/thugs and even held his own against M.Bison!
