Morals are off, both are at full power, Standard gear for both, Winner by Death/KO, Both has 5 hours of prep time to get their knowledge about each other and battle in Seattle
The issue wit hthe Horsemen is that none of them ever reached their full power throughout Darksiders 1 and 2. All of the seals have to be broken for them to be at full strength
Physically Raiden would dominate Death, Death's only chance is his reaper form

In theory Death should be uber he slayed most of the nephilim race himself.
Whom were said to be powerful enough to conquer every realm including heaven and hell.
He stalemated Samael while being depowered who is the Devil's equal.
When Darksiders 3 comes out (and I hope it does because Darksiders 1 was one of my favorite games) we'll be able to gauge the Horsemens abilities better
