If its just Darth Malak then I say Qel Droma, if its Malak infused with the Star Forge, then I say Malak ties Qel Droma or possibly beats him.

Why? Revan at that time was memory wiped, yes he was powerful, but much of his knowledge had been lost, until of course he regains them, and remember the Star Forge empowers DARK SIDE USERS, meaning that Ulic would be fueled by the Star Forge, as Malak did not own the star forge, as it states the more powerful controls it.
