It would be more accurate to specify Luke before defeating emperor, Luke on the darkside and Luke after defeating Emperor.
In any case.
1. Luke. But, if Jacen utilizes kicks and other sort of dirty fighting, he will likely win.
2. Jacen. Luke was extremely powerful at the time of DE, yet, he didn't have the skill to utilize that power effectively in combat.
3. Jacen. Offensive Force use and dirty fighting is a lethal combo. However, Luke still has got chance as he is blond.
