The cap amount of people aloud are 3 v 3.
And no one you listed under "Rebels" are actually Rebels.

Yoda never joined the Rebel Alliance.

the jedi basically did rebel by planning to kill the chancellor the senate would never believe windu if windu did succeed in killing palpatine then there would be a huge war between jedi and the republic. The republic would win because of the sheer number of clones and anakin would become the galactic emporer and then the remaining Sepratists would be destroyed.
