I'd take Kenobi. He's the better duelist and Maul doesn't seem to abuse his force powers.

Going by canon feats, I'd take Kenobi, yeah.
EU feats included, I might say split. TPM Maul still has good enough feats to win a solid amount of rounds.

I'll assume this is Mid-Clone Wars.
TCW Maul grew more powerful than TPM Maul, but TPM was still Maul at his peak in terms of his skill set. And he was already one of the deadliest and best trained Sith in the Order's history.
That said I'll say split, or slight majority to Kenobi.
