No, not soundly. He doesn't have superior showings in any category, and just as he was selected to face the Emperor, Tiin was selected to face Sidious. And Tiin boasts the superior accolades.
Willing to entertain the argument for Braga winning but implying that there's no way for Tiin to win or that it's not really that close seems preposterous, to me.
