Arcann can hold off his lightning (for a second at least), but he's going to get overwhelmed by his telekinesis in my opinion. Its a good fight though but once he forces SK to use his full power, its all over
Galen entered into a state of Oneness and died when he tutaminus'd Sidious's lightning, that feat is hardly applicable in combat

He wanted to take Galen alive for a replacement for Vader, and casually dominated him/hurled a ship at him. Even in his state of oneness Galen was no match for Sidious.

Kota fell with his arms upraised, and the apprentice knew that it wasn't over yet. The moment of truth had arrived.

A squadron of stormtroopers ran into the room, led by a limping Darth Vader. They raised their blasters to gun down the Rebels as they fled up the Rogue Shadow's ramp.

Arcann's only feat is beating the outlander, and even that he did through superior force power, not skill.
Starkiller on the other hand is stated to be trained to near perfection by Vader before TFU, getting consistently better during TFU, and being just as skilled with the saber as being powerful in the force.
The clone inhereted all of the original's fighting abillity.
As for feats: Stalemating Vader > beating the outlander through power,

Saying Arcann "beat" the Outlander with the force is a disservice to the former, tbh. He ragdolled him before the fight, pushed him twice after the in-game fight, and then straight up Tiplee'd the Hero.

Even when enraged, HoT was getting overwhelmed by Arcann in sabers. Since Arcann is powerful enough to stand his ground against Valkorion for a decent time, I don't see how SK will bring him down with the force.
Hero isn't as skilled as Starkiller in sabers though, and Starkiller is more powerful in the force than Hero by a great deal. I doubt he's going to overwhelm him in sabers, he'll win by virtue of being more skilled though. But its not a stomp by any means.
