Probably Baas, he was a melee specialist after all, the most famous trainer of his time. And while he did lose to Exar, it was pretty much due to Kun overpowering him with strength rather than out-skilling him.

The Exile wasn't? She was proficient in many other forms of melee combat besides lightsaber arts, such as Echani battle techniques. In lightsaber combat she is confirmed to be at least highly proficient, if not a master, in everything but Form V: Djem So.
Baas was not equally skilled as Exar Kun, his technical mastery was probably a volume above Kun actually, but Kun was clearly better in every regard.
The Exile wins, just better accolades and feats really.
