I have Ragnos rivalling/beating SoR Revan, so I don't see why a Palpatine/Sadow level combatant like Darth Revan would be a problem.
The only area you can argue Arcann wins is combative prowess, and even then you'd have to reach quite a bit; Nadd as a Jedi Padawan already had the skills to ascend to Knighthood, mastered techniques in quick succession that would otherwise take any other Jedi years to master, had the potential to become the greatest Jedi swordsman up to his time, has surpassed Naga Sadow who dwarfs beings like Traya and is right up there with RotS Sidious, etc.
Sidious already gave Luke a good spanking, albeit on a nexus. But I doubt Sidious' victory would be in question either way and he should still be considerably greater. Much like that, Luke was rivalling Vader six years prior and is still inferior to Sheev by a notable margin so I'm not sure if he's adding much. Palpy wins.

I'm more impressed by Agen's ability to casually defeat Quinlan Vos than anything Tol Braga did.
This should be a pretty good fight. I'd say Maul's feat against Qui-Gon and Obi-Wan and Nyriss' feat against Surik and Scourge are comparable. Now, Nyriss did have aiding circumstances in her duel, but she was facing superior opponents and was displaying more dominance over her enemies. Flip a coin.
They are round about on par in power. Ventress is more skilled and innately talented, Scourge is more experienced. I'd value the former over the latter, tbh.
Exar Kun stomps.
Assuming Luke doesn't get drained, he'll fall before their combined might. Though he should put up a fight.

DE Sidious vs. Vader and DE Luke- perhaps team? Evidently Leia was enough support
LotF Luke vs. TUF Luke- LOTF Luke, he's improved
Darth Bane vs. The Daughter- Daughter could solo him and his entire order at once tbh
Kas'im vs. Lord Hoth- Kas'im is factually superior as the greatest living swordsman in the Galaxy, the displayed extent of his technical mastery is more impressive, his dueling feats are more impressive, and his force feats are more impressive.
Agen Kolar vs. Tol Braga- eh I'll go Tol based on his ability to fight the HOT
Nyriss vs. Maul- Rebels Maul should have this one in a good fight
Scourge vs. Ventress- given Skillz's arguments for Scourge in a recent thread I'm inclined to side with him
Galen Marek vs. Exar Kun- Kun should beat Galen pretty solidly
DN Luke vs. Revan and Nihilus- Luke should have this one

On the Arcann vs Nadd thing, I'd be interested to know how Zakuul counters Sith Sorcery. I doubt they must have some sort of equivolent, but I'm sure Vitiate prepared them to face it in some manner. Considering how Arcann raped the Empire, he likely knows some sort of defense.
