RotJ Luke is a legitimate equal to Vader as a duelist; multiple sources have stated as such, and suggestions that Vader was conflicted are entirely speculative and offset anyway by the fact that Luke was holding back. If Vader were restraining himself consciously, he would've pointed it out in his PoV in the novelization - even if he were just having a bad day, you'd expect him or someone to notice. But we get nothing - Vader may have been more powerful in telekinesis than Luke, but not as a duelist.
I personally say that suited Vader has finally surpassed Dooku in pure saber combat sometime in ESB or RotJ, although many others have Vader more solidly above him - he probably does have a match-up advantage with his djem so, which Luke would get too.
Rage amp Luke utterly destroys him.

Sure Luke could destroy him with the Force, and maybe his rage prevented him from seeing that tactical option, but it's a stretch to say he lost his saber technique or something.

Luke was also poisoned, choked, and tied up. Caedus obviously isn't fodder, but when you're bragging about not dying as opposed to doing well, you aren't a Luke tier duelist, or even remotely close. Vader isn't that far from Luke in sabers.
He was poisoned, choked, and tied up during the fight. And nobody said that he's on Luke's tier, but compare his performance to pre-amp Windu facing Sidious, or Dooku facing unrestrained Anakin, for example.
