Vector Prime Luke is past the Black Fleet Crisis Luke, who has his fortress-destruction and capital ship cloaking feats. That and powerscaling put him above RotS Sidious, IMHO.

I think if Luke is Vader-tier as a duelist by RotJ, and beyond Vader as a Force wielder by DE, he's probably passed RotS Palpatine by the beginning of NJO. It's somewhat arbitrary, but I put him at that point as a RotJ Palpatine tier Force user and beyond DE Sidious as a duelist.
