Taking things at face value, threshotting someone who could contend with someone who herself could challenge vader definitely puts kenobi above.
But then you'd have to reconcile that with bem's loss vs vader in anh.
He didn't really lose to Vader though, he let him strike him down. So the fact that he was able to fight evenly with Vader and 3 shot Maul is pretty damn impressive.
