Nope, he couldn't. But the team wins Force and all out definitely. I can see an argument being made for Mace in sabers though.

First you demonstrate how much Maul is below Mace and try to stretch that as you can, then you have easy job showing that Savage is even lower, then you go into the obvious conclusion that Savage is madly outclassed by Mace. Then you just go into the details of how the 2v1 fights don't always have the team being just the sum of their abilities and that Savage is too outclassed for that to happen.

Which he isn't. Mace had to use all his skills to defeat pre-prime Ventress and Savage is above her later TCW version.

I actually agree with you here.
"Competing" with your opponent means actually being a close match for them( or something on that level), in all aspects. What Maul did wasn't "competing". He just about held his own, barely after being hugely enraged, before an annoyed Sidious ended the fight immediately. And considering how an enraged Maul completely lost his fighting spirit upon being battered by Sidious's telekinesis, and was reduced to begging, it's quite obvious that Sidious is far ahead of him in the force. None of these weaknesses or limitations are shared by Mace who is factually a match for Sidious.
