Luke was knocked unconscious by someone confirmed to be far below Vader level. For whatever reason, he got weaker after ROTJ, so ROTJ Sidious stomps the same way he did 30 years ago.

So you are saying Palpatine can't be knocked unconscious. What silly claim are you claiming. Vader killed him with one hand and without using the force.
Snoke confirmed Kylo is way below Vader and Kylo knocked Luke out with a single force push. That's a horrible showing no matter how you slice it. Or perhaps you intend to tell us Snoke was lying?
As Vader demonstrated in Rebels when he was in a similar situation except with an AT-ST collapsing on him instead, it doesn't matter. Luke, for whatever reason, just isn't on that level anymore.
Vader also has armor and, IIRC, used the force to defend himself. Luke is, at the end of it all, only human. Having tons of rock fall is going to knock him out. It doesn’t say anything about his power level. However, the feat at the end shows he is way beyond where he was during RotJ.

In terms of where his focus is. He was saying that to manipulate him to be focused like Vader was. His faith in Ren was restored when he brought Rey to him. He manipulated Kylo.
He brought everything down on him. Luke isn't beyond being hurt and he explains their deeds become the stuff of legends. You debate sometimes like a child.
Luke should have reacted but he was filled with shame at the time. Luke would defeat Sidious who was defeated without force powers by a one armed cyborg. That's pathetic since it wasn't like he tossed him really fast. It took him time to walk over to the edge and toss him over.
I mean, judging Luke in that situation given the context (emotionally disturbed after having almost killed his nephew, begging Kylo to stop, then having a massive stone hut collapsed on him) doesn't make much sense. Honestly Palpatine has less of an excuse for dying in RotJ, or getting shot in the back by Han in Empire's End.
Sometimes when a feat is sufficiently bad it actually does less harm than one that is plausible. Padawan(?) Kylo > Luke is obviously preposterous, so explanations other than that are needed, and there's a pretty obvious one.
