If he's in his prime AND also mastered the Star Forge. Sidious gets godstomped.
That quote is Dooku's subjective opinion. One he came up with when incredibly scared. And keep in mind Dooku is rather biased to the darkside assuming it would make Yoda much more powerful than he already is.
